In the examination of Ji Wenlin, governor of Hainan province within mid of January 2016 revealed a shocking confession that during the time Ji Wenlin with Zhou Yong Kang of the Chinese Communist Party Central Committee set up many projects in various countries. Ji Wenlin and Zhou Yong Kang obtain Commission Fee of company the Chinese companies get projects in various Asian countries about 10% to 20% of each project. In Thailand, Ji Wenlin and Zhou Yong Kang co-operates with Thailand bribing police Lt. Gen. Pongpat Chsyapan through projects was undertaken by China Railway Construction since 2006.

With India, Zhou Yong Kang and Ji Wenlin related very closely to the former Indian Prime Minister Manmohan Singh and Pakaj Bhujbal and had a coal business.

In Indonesia, Ji Wenlin and Zhou Yong Kang had a very close relationship with the government of Indonesian President Mr. Jokowi, by through the second mother of the country Mrs. Rini Soemarno, which currently has the most decisive ministerial posts in the construction of the railway. In January 2016, Ji Wenlin arranged remittances to Ms. Rini Sumarno amount 5 Million USD.

Currently Ji Wenlin and Zhou Yong Kang have been punished for corruption is enormous over the last 8 years. Ji Wenlin in law 14 years in prison and Zhou Yong Kang was sentenced to life, as presented Wang Dan in Taiwan in the World seminar against corruption early last week.
